Dr. Heng is a public policy professional with a decade of experience dealing with some of the most challenging public policy issues in developing countries in the 21st century. He strongly believes that public policies play a vital role in both public and private sector and are the key enablers to achieve sustainable development goals and improve the well-being of the people. In 2010 he founded Enrich Institute, a public policy thank-tank to promote the implementation of the SDGs and over the past decade, he has worked with policy makers, private sector, civil society and development partners on various public policies in Cambodia. He is experienced in leading policy analysis, development, monitoring and implementation and managing stakeholder relations. Dr. Heng obtained his master degree from Lee Kuan Yew School of Public Policy in Singapore and his Ph.D from VU University Amsterdam in the Netherlands. He is also an exceptional public speaker and facilitator and has been invited to speak and moderate in workshops and conferences around the world. He also writes and publishes frequently on topics such as private sector engagement, public sector governance, digital economy, green growth, sustainable energy and smart city.
