Trained as a policy analyst at one of the world's best public policy schools, Dr. Heng developed an analytical mind and learned effective methods in policy development. He has involved in public policy for his entire professional career. He contributed and influenced a numerous key national and regional policies including Phnom Penh Sustainable City Strategic Plan, Cambodia's Sustainable City Plan, Digital Economy, Climate Change, Open Working Group’s draft Sustainable Development Goals, Cambodia Sustainable Energy for All Initiative, Land Policy, Environmental Impact Assessment Law, and Cambodia Climate Change Financing Framework, Cybercrime law, not to mention numerous company internal policies.
Over the past 10 years, Dr. Heng has worked with a wide range of policy makers, regulator, academic, civil society and private sector on some of the most pressing issues of this century. He understands the dynamic of different stakeholder groups; he listens to all parties, set expectation and facilitate the group to achieve the common goals. His upholding of strong moral standards, professionalism and integrity has earned him credibility and trust among all stakeholders he has worked with.
Dr. Heng has extensive experience managing project of various scale. He excels in strategic planning, monitoring and evaluation. He breaks down big tasks into small manageable activities and delegate them to the right people at the right time. His attention to detail allow him to identify problems in advance and thus he often is able to mitigate the problems before they even happen.
Dr. Heng has a decade of experience leading organization, projects and teams. He found and chaired Enrich Institute since 2010. Under his leadership, the organization has grown in size and impact. Enrich Institute has been able to contribute significantly to increasing awareness and building capacity of local stakeholders on various sustainable development topics. We have influenced local and national policies through our active participation and contribution of technical inputs. We have also trained hundreds of people including policy makers, NGOs staff, private sector and youth, and provided various platforms for multi-stakeholder discussion and dialogues. Dr. Heng is skilled in strategic planning, empowering his team, anticipating and solving problems. His people-centered leadership style has gained the recognization and respect from his colleagues.
Dr. Heng specializes in qualitative, quantitative and mix method and has in-depth research experience in the field of energy, climate change, green growth, green cities, and human capital development and digital economy. He has successfully carried out research assignment for many local and international organizations such as UNDP, UNESCAP, World Bank, NGO Forum, Konrad Adenauer Stiftung, Asia Competitiveness Institute, VU University Amsterdam, etc. You can read some of his research publication here.

Dr. Heng's excellent presentation and public speaking skill has been widely acknowledged by various stakeholders he has worked with. He is skilled in structuring his talk, simplifying complex concepts and problem making them easily to understand and captivating audience's attention Dr. Heng is also a great facilitator and has experience in facilitating numerous events from informal meetings to high level conferences. He often impresses the panelists by asking challenging and thought provoking questions. His ability to engage and solicit ideas from the audience is well recognized. He speaks eloquently and always creates an conducive environment for the participants to interact, which in turn produce fruitful results for the organizer. He has been invited to speak at and facilitate various national and international events in Phnom Penh, Bangkok, Da Nang, Kathmandu, New Delhi, Dhaka, Seoul, Macau, Paris, Berlin just to name a few.
