Dr. Heng is strong believer in public policies as a key enabler to achieve sustainable development goals and improve the well-being of the people. He is passionate about scientific research, capacity building and stakeholder engagement in the policy development process. In 2010 he founded Enrich Institute, a public policy thank-tank to promote the implementation of the SDGs and over the past decade, he has worked with UNDP, UNESCAP, World Bank, Global Green Growth Institute, USAID, Konrad Adenauer Stiftung, Asia Competitiveness Institute, Asia Foundation, GERES, NGO Forum and contributed to various public policy development in Cambodia. His policy interests include: digital economy, green city, sustainable energy, human capital development and climate change. Dr. Heng obtained his master degree from Lee Kuan Yew School of Public Policy in Singapore and his Ph.D from VU University Amsterdam in the Netherlands. He is also an exceptional public speaker and facilitator and has been invited to speak and moderate in workshops and conferences around the world. He also writes and publishes frequently in his areas of expertise.
